Local News – Monday, July 10th, 2017

A standoff occurred Sunday at the Rolla Post Office as a gunman walked in and took three hostages at near 1:30 in the afternoon. The gunman was reportedly an overnight employee of the post office. The hostages were reported later removed from the building unharmed. During the standoff, Rolla Chief of Police Sean Fagin indicated that the gunman was threatening to kill himself. When the law enforcement officials entered the building later, the gunman, whose identity had not been released at print time, was found dead from what appeared to be a self-inflicted gunshot.

The City of Salem Planning & Zoning Commission will conduct a meeting, called by Chairman Gary Brown, tonight at the City Hall Council Chambers located 202 North Washington beginning at 6:30 pm. The purpose of the meeting is a request by the Dent County Commission about using Water and Iron Streets in Salem for their new jail and justice center project. The City of Salem Board of Alderman will then conduct their regular meeting starting at 7:00 pm. During the hearing of persons, Christa Barnes with the Grace Community Church is requesting permission to block off Water Street from the south end of their parking lot to the corner of Water and Franklin for the purpose of a community outreach to be held on Saturday, July 22nd from 8:00 am to 1:00 pm; Sunday, September 17th from 8:00 am to 4:00 pm; and on Tuesday, October 31st from 4:00 to 9:00 pm. Also during the hearing of persons, Tammy Walker wishes to talk to the Board concerning the city’s water and sewer rates. Then in bids, City Administrator Ray Walden will be presenting bids for five 37.5 KVA single phase pole mount transformers, six 50 KCA single phase pole mount transformers and ten 50 KVS single phase pole mount transformers. He will also present bids for a load of utility poles Class 2, 40-foot in length. Gary Brown, Chairman of the Planning & Zoning Board, will report to the Board the results of their meeting held prior to the Alderman meeting. Walden will then report on various items concerning the City of Salem as will Mayor Brad Nash. During the introduction and reading of bills and resolutions, Bill # 3333 an ordinance required to set the new water and sewer rates will be presented for the Board’s approval. In new and miscellaneous business, City Clerk Mary Happel will present a trailer court license renewal for the Board’s approval and Water and Sewer Superintendent Emory will present a bill for over $3,000 to repair a pump at the lift station for the Board’s approval. The Board may then vote to go into closed session. The meeting of the Planning & Zoning Commission and the City of Salem Board of Alderman are both open to the public.

An accident occurred at 1:05 Saturday morning on Dent County Road 6510 about fourteen miles south of Salem. According to the highway patrol report, a 2000 Lincoln LS, driven by 31-year old Lendsey Phillips of Salem, ran off the left side of the roadway, struck a fence and a tree before returning to the roadway. According to the report, neither Phillips of a passenger in the vehicle, 23-year old Sierra Jordan of Salem, were wearing their seat restraints. Jordan suffered minor injuries and refused treatment at the scene, while Phillips injuries were unknown as he fled the scene after the accident. The Lincoln was totaled and removed from the scene by Whitaker Towing.

The National Weather Service (NWS) and the Missouri Department of Senior Services wants to remind everyone that the hottest days of the summer season are approaching soon and how you prepare for those days are very important. Here are some safety tips to help you deal with the excessive heat: drink plenty of water and natural fruit juices, even if you’re not thirsty. Avoid alcoholic beverages and drinks with caffeine, such as coffee, tea, and colas. Wear loose-fitting, lightweight, light-colored clothing. If you must go out, use sunscreen and wear a wide-brimmed hat. Remember that sunburn reduces the skin’s ability to provide cooling. Avoid going out during the hottest times of the day. Take frequent breaks if working during the heat of the day. Using a buddy system between co-workers in high heat-stress jobs can help ensure that signs of heat stress do not go unnoticed. Inside during the day, keep shades drawn and blinds closed. Use air conditioning whenever available. Even just two hours per day in air conditioning can significantly reduce the risk of heat-related illness. Fans should only be used in a ventilated room. Blow hot air out a window with a fan during the day, and blow in cooler air at night. Take cool (not icy cold) baths or showers. Eat frequent, small meals. Avoid high protein foods, which increase metabolic heat. Fruits, vegetables, and salads constitute low protein meals. Do not leave children or pets in a closed vehicle with the windows up. Temperatures inside a closed vehicle can reach over 140 degrees within minutes. Provide extra water and access to a cool environment for pets.

The Missouri State Highway Patrol arrested 42-year old Charles Walker of Viburnum Friday afternoon in Iron County. Walker was arrested for a felony charge of possession of methamphetamines, two felony charges of being in possession of a controlled substance, a felony charge for the unlawful use of a weapon, a charge for the unlawful use of drug paraphernalia, as well as for a misdemeanor warrant from Dent County for failure to appear on a charge of receiving stolen property. He was incarcerated in the Iron County Jail.

Local News – Friday, July 7th, 2017

The Dent County Commissioners met for their regular meeting Thursday morning in the Dent County Courthouse. Denita Williams, Dent County Treasurer, was in with Payment In Lieu of Taxes, also known as PILT. Dent County received the one time of year payment of $150,416.00, which compared to $136,490.00 in 2016. In the road report District One Commissioner Dennis Purcell reported that rain Wednesday in his district was over 4.2 inches so his crews were out checking for washouts. He added that he received two calls for trees down on Dent County Roads 5080 and 5400. District Two Commissioner Gary Larson reported that materials would be added and grading would be done to trouble spots on Dent County Roads 4050 and 3370, plus materials would be added to county road 2070. He noted that the front tires were being changed on Truck #124 and that his crews were also checking for washouts. Presiding Commissioner Darrell Skiles reported that he did preside over Monday’s HUD Public Housing Authority hearing. Skiles again reiterated that participants must read and follow their contract, plus they should be very careful who they allow in the home or vehicle as a drug possession charge of a guest or occupant will result in voiding of the contract. He also noted that Thursday afternoon the Board of Equalization would meet. Dent County Clerk Angie Curley reported that she balanced with the County Collector and County Treasurer on monthly collections, add-ons and abatements for the month of June. Curley noted that bills were being approved for payment. The next meeting of the Commissioners is Monday morning in the Courthouse and the meeting is open to the public.

The City of Salem Planning & Zoning Commission will conduct a meeting, called by Chairman Gary Brown, on Monday, July 10th at the Salem City Hall Council Chambers located 202 North Washington beginning at 6:30 pm. The purpose of the meeting is to address a request by the Dent County Commission concerning Water and Iron Streets in Salem that would be used for the new jail project. The meeting of the City of Salem Planning & Zoning Commission is open to the public.

An accident occurred at 9:05 pm on Saturday, June 17th in Salem on Askins at the Highway 32 intersection. According to the Salem police report, a 1999 Jeep Cherokee driven by Chelsea Nickles of Salem and owned by Michael Schum of Salem, was traveling west on Highway 32 and slowed down for a stoplight. A gray 2001 Chevrolet in the center turn lane waved a pedestrian across the road, and blocked the view of Nickles. Nickles accelerated at the green light, and was apparently blocked by the vehicle in the center turn lane. The Jeep braked, swerved left to avoid the pedestrian, and caught the pedestrian with the passenger right front side. The Chevrolet skidded about 61 feet 7 inches from the point of impact. The unidentified pedestrian suffered serious injuries and was flown to Mercy Hospital in Springfield with serious injuries. The Jeep sustained minor damage and was towed from the scene.

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, announces the results of enforcement efforts to detect impaired boat operators in conjunction with the national “Operation Dry Water” campaign. This is the ninth year for the national effort to reduce impaired vessel operation by highlighting enforcement efforts. Troopers conducted saturations and worked extended shifts to bring heightened awareness to the issue of boating while intoxicated. Troopers arrested 15 people statewide for boating while intoxicated, contacted 856 vessels and 2,745 boaters, and issued 146 boating violation summonses and 1,238 warnings. Marine operations troopers also issued 86 summonses for non-boating violations during the 2017 Operation Dry Water weekend. Special enforcement operations will continue throughout the summer months. Boaters are reminded that designating a sober operator is always the safest bet if alcohol is going to be included in their boating experience. Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. The Salem Police Department released reports involving, a domestic disturbance, theft, and a shoplifter. On Sunday, June 25th at 12:43 in the early morning, an officer was detailed to a residence in the 600 block of East Hunt in reference to a domestic disturbance. The report led to the arrest of a 37-year old Salem male for failure to obey a lawful order of a police officer and resisting arrest. He was issued summonses to appear in court and released. That night at 10:51, an officer was dispatched to a residence in the 1800 block of South Oak in reference to a theft. The report revealed that someone unknown took a purse and contents valued $150 from a gray Chevrolet Cruze and the report is under investigation. On Monday, June 26th at 12:15 pm, an officer transported a 22-year old female to the Mental Health Center in Poplar Bluff on an active commitment order. That same afternoon at 1:22, an officer responded to Wal-Mart in reference to a shoplifter. The report led to the arrest of a 51-year old Salem male for stealing merchandise. The Dent County Sheriff’s Department released reports for the end of June involving a suspicious vehicle, trespassing, theft from a vehicle, and traffic stops. On Tuesday, June 27th, deputies responded to the 400 block of county road 2270 for a suspicious vehicle. Upon speaking with the passengers, it was discovered that one had three warrants for his arrest. As a result, 35-year old James Bergan of Farmington was arrested and taken to the Dent County Jail. His warrants were for driving while revoked, failure to wear a seat belt, and possessing a fictitious driver’s license. He was incarcerated and held on a total of $800 cash only bond. He later posted bond. On Wednesday, June 28th, deputies responded to county road 2270 for a report of a female beating on the basement door and yelling at residents. After an investigation, 51-year old Tonya Tucker of Salem was arrested, transported to the Dent County Sheriff’s Office, issued a citation for Trespassing-1st Degree, and released. That same day deputies responded to county road 5700 for a report of theft out of a vehicle. Prescription medication and a debit card were taken from a vehicle parked at a residence and the report is still under investigation. On Thursday, June 29th, deputies took a report of property damage on county road 6490. A SAM (Speed Awareness Monitor) trailer on the edge of the county road had been shot with a rifle the middle of the LED display and the report is still under investigation. Also on that Thursday, deputies conducted a traffic stop on South McArthur Street near Hunt. As a result, 35-year old James Bergan of Farmington was arrested for driving while intoxicated and transported to the Dent County Sheriff’s Office. He was fingerprinted, issued summons, and released. On Friday, June 30th, deputies conducted a traffic stop in the KFC/Taco Bell parking lot. As a result, 34-year old Christopher Roberts of Salem was arrested on misdemeanor failure to appear warrant. He was taken to the Dent County Jail and allowed to post bond. Anyone with any information regarding any ongoing investigation is asked to call the Dent County Sheriff’s Department at 729-3241.

The Missouri State Highway Patrol reports 14 people died in traffic crashes, no one died in a boating crash, and there were no drownings during the 2017 July Fourth holiday counting period. The counting period began at 6:00 pm, Friday, June 30th, and ended at 11:59 pm, Tuesday, July 4th. The Missouri State Highway Patrol reports the 2017 July 4th holiday traffic statistics consisted of 494 crashes with 186 injuries and 14 fatalities. There were a total of 172 arrests for DWI and 118 drug arrests. The July 4th holiday boating statistics included 7 boating crashes with 4 injuries. There were a total of 23 arrests for BWI and 33 drug arrests while boating. In 2016, five people were killed and 565 injured in Missouri over the holiday in 1,370 traffic crashes. Over the 2016 July Fourth holiday, troopers arrested 121 people for driving while intoxicated. Troopers investigated 11 boating crashes including 6 injuries and zero fatalities during the 2016 July Fourth holiday weekend. No one drowned during last year’s holiday. Troopers arrested 11 people for boating while intoxicated over the 2016 July Fourth holiday. In 2016, troopers also made 122 drug arrests during the July Fourth Holiday.

Anyone interested in learning about Dutch oven cooking is invited to a free demonstration this Saturday, July 8th at Echo Bluff State Park which is located about 25 miles south of Salem. The demonstration will be held from 8:00 to 9:00 p.m. in the park’s amphitheater. Participants will learn how early settlers cooked over an open fire and all the tips and tricks that can be used today to successfully cook with a Dutch oven. On Monday morning at the Dent County Courthouse, there was a public hearing to amend the Drug Court Fund budget and Juvenile budget was held with Sid Pearson, Circuit Judge; Nick Hutchison, Chief Juvenile Officer; and Teresa Booker, Juvenile Secretary. The Drug Court revenues were increased to $9,170. and expenses were increased to $20,000. The Juvenile budget expense was increased to $57,695.44. Both budget requests were made by the Circuit Judges Division I & II to correct the error to what should have been requested by the Juvenile and Drug Court departments. The amendment was approved by the commission. Also Commissioner Purcell wanted to purchase a 2005 dump truck for $70,000 for the road department from Ryan Truck Sales in Waynesville to replace the truck that was totaled. He has truck comparisons. The county received an insurance check for the totaled truck in the amount of $68,000.00. The commission agreed to purchase the truck. The Commissioners then went into closed session to discuss contracts and after a discussion, voted 3-0 to accept and sign the Septagon agreement for Construction Manager on the Jail Project.

News – Wednesday, July 5th, 2017

The Dent County Commissioners met for their regular meeting Monday morning at the courthouse. During public comments, John McIntyre was in to discuss road conditions in the Adams Subdivision on county road 4170. In road reports, District 1 Commissioner Dennis Purcell reported that he had a small crew in light of the 4th holiday and that the crew will be grading on county roads 6660 and 6010. District 2 Commissioner Gary Larson reported that he too had a small crew and grading would be done on county roads 2360 and 2200 while brush cutting would be finished up on county road 6150 and then started on county road 3220. Both Commissioners Purcell and Larson stated that their Road Supervisors from both districts were working on the FEMA forms that are due July 14th. Presiding Commissioner Darrell Skiles reported that the HUD hearing that was scheduled for last Thursday had gotten re-scheduled for Monday afternoon. And again he wanted to remind those who are in the HUD program to not only read but follow to the letter the contracts that they sign. Dent County Clerk Angie Curley had nothing to report other than that courthouse would be closed for the July 4th holiday. An accident occurred at 4:58 Sunday afternoon in Dent County on Dent County Road 4110 one third of a mile northeast of Salem. According to the Highway Patrol Report a 2009 Chevrolet Silverado, driven by 73-year old Neda Foster of Salem, was pulling out of the Foster driveway, traveled across county road 4110, where it impacted a shed which partially landed on an unoccupied 1976 Pontiac Trans Am. The Silverado continued on impacting an unoccupied 2016 Volvo 760, plus a concrete well and a house where it came to rest. The report state that both Neda Foster and a passenger, 85-year old Montie Foster, were wearing a seat restraint, suffered minor injuries, and were transported by EMS to Salem Memorial District Hospital. The Silverado sustained extensive damage and was removed from the scene by Whitakers Towing. The Pontiac Trans AM and the Volvo 760 sustained minor damage.

The Salem Police Department released reports involving a burglary and a traffic violation. On Saturday, June 17th at 10:52 in the morning, an officer was contacted at the station in reference to a burglary. The report that someone unknown entered a residence in the 100 block of South Carty and took three video game consoles valued $800. The report is under investigation. On Monday, June 19th at 11:03 am, an officer was detailed to Missouri Private Probation Services located on Fourth Street in reference to a 32-year old female of Viburnum that had violated the terms of her probation. The suspect was taken into custody and incarcerated for 10 days shock time. On Tuesday, June 20th at 9:25 pm, an officer transported a 51-year old Salem male from Phelps County to the Dent County Sheriffs Department due to an active arrest warrant from the City of Salem. He was incarcerated pending a court appearance. On Wednesday, June 21st at 1:18 in the early morning a vehicle was stopped for a traffic violation. Investigation of the stop led to the arrest of a 37-year old Salem male for driving while intoxicated. He was issued a summons to appear in court and released. An accident occurred at 9:02 pm on Wednesday, June 21st on Macarthur at Highway 32. According to the Salem police report, a 2009 Dodge Ram driven by Tonya Lundy traveling eastbound through a green light, when a 2008 Ford Escape driven by Rebecca Stites was turning left at a flashing arrow and hit the Dodge head-on. Lundy reported injuries, and was taken to Salem Memorial District Hospital. Both vehicles sustained major damage and were towed from the scene by Whitaker’s Towing.

News – Monday, July 3rd, 2017

Stay in the Ozarks this Tuesday, Independence Day for day full of activities. Echo Bluff State Park will be hosting an Independence Day BBQ from 11:00-3:00 pm and everyone is welcome. There will also be a Independence Day picnic at 5:00 until after the fireworks at the Commons. Country Seasons Catering from the Salem Livestock Auction Café will be there. It will be $7 a plate, choices include pulled pork, brats, baked beans, cole slaw, potato salad, and apple crisp with homemade ice cream. The Salem Area Chamber of Commerce Parade begins at 6:00 p.m. and will follow the normal parade route from the old fairgrounds north on McArthur, then east on 4th Street to the courthouse square. This year’s theme is Honor the Past, Imagine the Future. The Grand Marshals this year are Charles Whitmire and Alex Sellers. The Salem Area Chamber of Commerce wants to thank Larson Rental Cars for providing us a vehicle. That evening, the Community Lantern Liftoff will be held at the Dent County Commons at 9 pm, before the fireworks. Lanterns can be purchased for $10 at the Salem Community Center @The Armory at 200 West Rolla Road and at the Salem City Administrative Offices at 4th and Iron Streets. The proceeds raised will be given to the City of Salem Firework Fund for 2018 firework display. Following the Lantern Liftoff, the Fireworks will be held at the Dent County Commons at dark.

The Dent County Sheriff’s Department released reports. On Sunday, June 18th, deputies were at the Salem Memorial District Hospital and recognized a male in the facility as 31-year old Kenneth Setzer of Salem. Deputies knew Setzer to have a warrant and contact was made with him. His warrant was confirmed and was for misdemeanor stealing. Setzer was transported to the Dent County Jail and held on $500 cash only. On Wednesday, June 21st, deputies took a report of a stolen vehicle. It was reported that a blue 1979 Chevy truck, valued at $5,000 was taken from the 3000 block of County Road 2120. On Thursday, June 22nd, deputies were traveling in the 1000 block of Highway 19 North and recognized 53-year old David Gipson of Salem standing outside a residence. Deputies knew Gipson to have a warrant and they stopped at that residence and made contact with him. His warrant was for hindering prosecution and he had a $600 cash only bond. It was discovered that another resident, 51-year old Lori Gipson of Salem, had a warrant for her arrest. They were misdemeanor traffic offenses with a total of a $600 cash only bond. They were both transported to the Dent County Jail and later released. On Monday, June 26th, deputies were patrolling the Jadwin area on Highway K when they observed an ATV being operated on the highway. Deputies attempted to stop the ATV and it fled down Dent County Road 6280. The ATV traveled approximately 1 mile before crashing. The driver, 45-year old Adam Light of Salem, was identified as the driver and
he was taken into custody. Light was discovered to have a felony probation violation warrant from Jefferson County. He was arrested on the warrant and charges will be sought for driving while intoxicated, possession of marijuana, and fleeing from law enforcement. Light was taken to the Dent County Jail and was later released to Jefferson County. An accident occurred at 6:25 Friday morning in DeKalb County on Highway 32 about 17 miles east of Salem. According to the highway patrol report, a 1995 Ford Taurus driven by 40-year old Karen Baca of Salem was traveling westbound on highway 32 and traveled off the right side of the roadway, drove down an embankment and struck a tree. Baca suffered moderate injuries and was transported by the Salem ambulance to the Salem Memorial District Hospital. She was wearing a seat restraint at the time of the accident. The Ford Taurus sustained extensive damage and was towed by Whitaker’s Towing.

An accident occurred at 5:35 Saturday morning in Phelps County on westbound I-44 at mile marker 187. According to the highway patrol report, a 2006 Dodge Magnum driven by 57-year old Susan Lambur of Rolla was traveling westbound when she traveled off the right side of the roadway into a parking lot, striking two vehicles. Lambur was transported to Phelps County Regional Medical Center, and refused
treatment citing no injuries. She was wearing a seat restraint at the time of the accident. The Dodge sustained moderate damage and was towed by C&C Towing.

An accident occurred at 11:35 Saturday morning in Phelps County on Highway 63 about 2 miles north of Rolla. According to the highway patrol report, a 2012 Harley Davidson driven by 47-year old Dwayne McGinnis of Kansas City struck a deer, overturned and was struck by a 2006 Malibu driven by 19-year old Darien Hollis of Vichy. Hollis suffered minor injuries and were transported to by private party to Phelps County Regional Medical Center. Hollis was wearing a seat restraint at the time of the accident. The Harley sustained total damage and was removed by C&C Towing. The Chevrolet sustained extensive damage and was removed by Dishman’s Towing.

An accident occurred at 6:57 Saturday evening in Phelps County on Route V at Hypoint Boulevard. According to the highway patrol report, a 2005 Pontiac driven by 24-year old Julie Richardson of Vichy was traveling northbound when she crossed the center line and struck a 2007 Mercury Mountaineer driven by 64-year old Brenda Hendrickson of St. James. Richardson and a passenger, 4-year old Abel Richardson of Vichy suffered minor injuries, as well as Hendrickson and 1-year old Cali Romanoskie of Vichy. All four were transported by Phelps County Ambulance to Phelps County Regional Medical Center. All were wearing a seat restraint at the time of the accident. The Pontiac sustained extensive damage and was towed by I-44 Towing, and the Mercury sustained extensive damage and was towed by Spurgeons Towing.

Brenda Gustafson with FEMA was in to let the Commissioners know that she has been deployed to the area for 90 days and that the Preliminary Disaster Assessment visits were done to six flood damaged homes in Dent County. In the road report District One Commissioner Dennis Purcell said that grading would be done on Dent County Road 2480, materials would be added to county road 5080, and grading would be done and materials added to county road 6670. He said he had two men taking pictures of the FEMA projects that have been completed. Purcell added that Jan Craig had been elected to the Board of Directors of the South Central Missouri Community Action Agency. He noted that she was nominated by the Backpack Program to replace Doug Walters. District Two Commissioner Gary Larson reported that grading would be done on Dent County Road 2590, materials would be added to county roads 5240 and 2590, while brush would be cut on county roads 2300 and 6450. He noted that his crew was cleaning up the entry way to The Commons in preparation for the 4th of July celebration. Larson said that some patch grading and repair was being done at the entry to the Stone Hill Cemetery on county road 5240. Presiding Commissioner Darrell Skiles reported that Thursday afternoon he would preside over a HUD Housing Hearing and he again reminded participants to read and follow their contracts to the letter. Skiles presented a resolution that if passed would allow the county to recover general revenue expenses relative to the jail project. The Commissioners voted 3-0 to adopt the resolution. Dent County Clerk Angie Curley reported that the Commissioners were approving bills for payment. Salem Community Center @ The Armory Administrator Sherry Lea was in to introduce Sue Nardi of the Missouri Job Center staff. Lea said that Nardi is now housed at the Armory to assist individuals seeking employment, assistance with resumes’, and on line job searches. Nardi’s office hours are 8:00 to 4:30 Monday through Thursday. Nardi noted that she started out working two days per week, but there had been so much traffic that her work had been expanded to four days. City Administrator Ray Walden and Industrial Development Authority (IDA) President Donald Dodd were in to discuss salary funding for an Economic Development Director for Salem and Dent County. Walden said that the city has budgeted $50,000.00 salary for the position and Dodd noted that the IDA has committed $5,000.00 per year for five years towards salary for the position. Dodd requested that the County contribute $10,000.00 per year towards the salary for the position. After much discussion the Commissioners voted 3-0 to budget $5,000 for the position starting with the 2018 budget. The next meeting of the Commissioners will be Monday morning in the Courthouse and the meeting is open to the public.

An accident occurred at 4:18 Wednesday afternoon in Phelps County on Highway E at Highway HH about two miles north of Rolla. According to the highway patrol report, a 1986 Freightliner Dump truck driven by 51-year old Rocco Burrell of Rolla was traveling southbound and swerved to avoid another vehicle. The dump truck skidded off the left side of the road and overturned. Burrell suffered minor injuries and sought his own treatment. A passenger, 19-year old Dakota Cooper of Licking suffered minor injuries and was transported by private conveyance to the Phelps County Regional Medical Center. Everyone was wearing a seat restraint at the time of the accident. The Freightliner Dump truck sustained extensive damage and was towed by C&C Towing.

The Salem Police Department released their report for the month of May. During the month, they wrote four equipment repair orders, 21 summons to appear in court, 21 warning tickets, and 14 traffic tickets. The Salem Police Department investigated 13 accidents, three assaults, one burglary, one report of counterfeiting, two reports of disorderly conduct, one report of domestic assault, seven reports of domestic violence, one report of driving while intoxicated and/or drugged, two reports of driving while intoxicated, two reports of driving while having a license revoked and/or suspended, one report of identity theft, and one report of leaving the scene of an accident. The department also investigated one report of a missing person, four reports of property damage, 12 reports of stealing, one report of a towed vehicle, and one report of a violation of an exparte and/or full order of protection. They also investigated three reports of possession of marijuana and one report of possession of drug paraphernalia. The police department received 1,305 calls for service during the month, handled 91 walk-ins to the station, and redirected 59 calls to the animal control officer. They spent 13 hours in court testifying and 10 hours as court bailiff. The Salem Police Department drove a total of 8,750 miles and arrested 36 males and 13 females during the month of May.

Beginning July 1st, deer hunters can apply online through the Missouri Department of Conservation’s (MDC) website for a shot at more than 100 managed deer hunts throughout the state for archery, muzzle loading, and modern firearms from mid-September through mid-January at conservation areas, state and other parks, national wildlife refuges, and other public areas. Some managed hunts are held specifically for youth or for people with disabilities. The managed deer hunt application period is July 1st thru July 31st. Hunters are selected by a weighted random drawing. Draw results will be available September 1st through January 15th. Applicants who are drawn will receive area maps and other hunt information by mail. Ozark National Scenic Riverways and the Shannon County Museum will host a Celebration of the River Community at Round Spring on Sunday, July 2, at the picnic pavilion located next to the spring branch. At 4:00 p.m. Interpretive Rangers will be available to provide a short tour of the Round Spring Cave to visitors attending the event. Bring a picnic dinner and join us at the pavilion for an evening meal at 6:00 p.m. At 7:00 p.m. we will enjoy music provided by the Current River Bluegrass Band and the Shannon County Museum Pickers. Special guests will be invited to share stories about life along the Current River. Current and former members of the Round Spring community will join the reunion to share memories from earlier days on the Current River. Historic families from the Round Spring area include names such as Chilton, Light, Weese, Smith, Banks, Stewart, Ramsey, and others. It will be a wonderful time of sharing and an opportunity for visitors to learn what it was like to live along the Current River decades ago. The Celebration of the River Communities includes a series of events to honor the important contribution made by communities along the Jacks Fork and Current rivers. In May, celebrations were held at Akers Ferry and Mt. Zion Church. July 2nd is reserved to honor the Round Spring Community and in September we will gather at Alley Spring. The public will have an opportunity to learn to kayak at free weekly clinics at Current River State Park south of Salem. The first kayak clinic will be held June 30 with additional clinics scheduled for July 7, July 14, July 21, July 28 and Aug. 4. The clinics will be from 10:00 am to 4:00 pm so expect a full day of learning and being on the water. The instructors for the clinics are certified by the American Canoe Association and all equipment will be provided. The morning session will be conducted on the lake with an optional afternoon session on the Current River paddling from Current River State Park to Round Spring. The Salem Board of Aldermen met Monday night for their regular meeting in council chambers. John Hambacker, a member of the Utility Committee who sets rates, explained to the board he didn’t feel the $6.00 base rate on water and sewer was fair to everyone in the city and thought rates should be set based on water usage only. The board approved the bid from NB West for Ultrathin Bonded Wearing Surface for $6.15 per square yard for 16,000 square yards for a total of $98,400. After the consent agenda, the board approved an emergency utility reconnect policy which allows the city to perform unplanned repair work in the case of an emergency if the repair can be done safely. Parks and Recreation Director Tye Lydon gave his report from the Park and Recreation Board meeting held last Thursday noting the baseball and softball season are coming to a close and the season has gone well. He also reported on creating a mowing and cleaning schedule for the work crews. Wood work will be done on the bleachers and picnic tables by the Sheltered Workshop, plus they will paint the exterior wood on the Al Brown Storage Building. Lydon also thanked the American Volunteers for their work on the new benches for the tennis courts and they will be installed soon. They will also paint the basketball court complete with lines in the near future. He reported the Park Board applied for a grant to help pay for a splash pad and asked the alderman to approve the grant if it is awarded and they agreed. Lydon reported on the closure of the pool due to the excessive leaking and the problem with the skimmer system. Repairs would start in September so the pool could be open next year. City Administrator Ray Walden said four firms submitted their request for qualifications for the old middle school and they will be reviewed by that committee. He reminded everyone about the Independence Day Parade Tuesday, July 4th at 6:00 from the old fairgrounds to the courthouse with the fireworks to follow at The Commons at about 9:30. Walden said the budget was finished with a 1% salary increase for inflation with up to 1% increase for merit. Also, 2.9 million dollars of capital improvements were requested with 2.5 million being approved. He said the city offices would be closed on Independence Day. The board did not pass bill #3333 that would set water and sewer rates due to some errors and needed clarification, and will be brought back to the Aldermen on July 10th. The board then approved Bill #3334 which adopted the 2017-2018 budget with $12,642,369 in revenues and $12,519,474 in expenses. Mayor Brad Nash appointed three more people to the Evaluation of Qualifications Committee and they are Jay Anderson, Bob Parsons and Tod Kinerk. They will join Sherman Odom, Deloris Gray and Kriste Crocker. The board approved the new appointees. They also approved only the applications of the Layman Trailer Court and the Finest Place at the meeting. They denied the application of the trailer park at 701 East Center due to numerous inspection violations and the Park Street Trailer Court did not submit an application. The board then went into closed to discuss real estate before adjourning with no votes taken.

The Salem Police Department released reports involving a missing juvenile, traffic violation and a shoplifter. On Thursday, June 15th at 6:45 pm, an officer was investigating a report of a missing juvenile at a residence in the 600 block of West Fourth. During the investigation the missing juvenile was located and a 20-year old male of Salem attempted to flee after being detained for questioning. The suspect was found to be in possession of marijuana and was placed under arrest for assault, resisting arrest, possession of marijuana and tampering with physical evidence and he was incarcerated pending the application for a warrant. That same night at 6:58, an officer located a 24-year old Salem female at Wal-Mart who had an active arrest warrant from Dent County. She was taken into custody on the warrant and incarcerated pending a court appearance. On Friday, June 16th at 12:12 in the early morning, a vehicle was stopped for a traffic violation. The investigation of the stop led to the arrest of an 18-year old Salem male for driving while being intoxicated, possession of marijuana and on an active arrest warrant. He was incarcerated pending a court appearance. That same evening at 6:32, an officer located a 22-year old Salem male in the 300 block of North Walker who had an active arrest warrant from the City of Salem. He was taken into custody on the warrant and incarcerated pending a court appearance. Later that same night at 7:30, an officer was detailed to Wal-Mart in reference to a shoplifter. The report led to the arrest of a 53-year old male of Salem for stealing merchandise valued at $53.58. He was issued a summons to appear in court and released. Ozark National Scenic Riverways will host the annual Alley Spring Independence Day Celebration on Saturday, July 1, from 6:00 to 9:00 p.m. This event commemorates the traditional picnic celebrations that were held at Alley Spring around the turn of the twentieth century when this area was the social gathering place for local families. The sounds of the Bressler Cousins Bluegrass Band and stomping of the Country Ho’ Downers square dance group will ring throughout the valley. Free ice cold watermelon and lemonade will be provided to visitors. The Spring Dipper from Mammoth Spring, Arkansas, will be on site dipping up delicious handmade ice cream. Bring the family and a lawn chair or lawn blanket and take part in one of the classic celebrations that define the Alley Community. The Air Evac Lifeteam will hold a Grand Re-Opening at their new location in Salem at the SMDH Campus TODAY with a ribbon cutting ceremony and dedication with Air Evac Lifeteam President Seth Myers, Salem Memorial District Hospital CEO Kasey Lucas, and Air Evac Senior Program Director George LaJoie at noon. Following the presentation, an Open House will be held at the new Air Evac base as it will be open for tours and free refreshments. The presentation is open to everyone. The Dent County Commissioners met Monday morning for their regular meeting at the courthouse. Dent County Treasurer Denita Williams reported on the CART taxes received during the month of June and the amount came to $57,862.86. For the year, the CART tax received is up $6,105.13 or about 1.85%. Last year in June, CART taxes received were $58, 116.36. In the road report, District 1 Commissioner Dennis Purcell stated materials would be added and grading done on Dent County Roads 2460 and 2470. Another crew would be out replacing road signs and cleaning out pipes. Purcell did report he attended the Tourism Tax Committee meeting where one proposal was submitted and approved and a reimbursement was submitted and approved. He also attended the South Central Community Action Agency Committee meeting and was elected president. He said monies have been approved $73,303 for 20 summer jobs for youth ages 14-24 for their six county area. There are income guidelines that youth must meet to be eligible to apply. District 2 Commissioner Gary Larson said materials would be added and grading done on Dent County Roads 2050 and 3180, and that brush would be cut on county roads 2240 and 2300. Larson said he and Commissioner Purcell attended a SEMA meeting in Rolla for reimbursement from the flooding in the area from April. He said they had 60 days to report all damages, and Larson indicated the request for public assistance had already been submitted. He went on to say there would be one program manager for the claim who would verify all areas repaired. Larson said the breakdown for reimbursement would be 75% FEMA funds, 10% SEMA funds and 15% would come from the county. Presiding Commissioner Darrell Skiles said he submitted the Hazard Mitigation questionnaire last Monday to the MRPC. The next meeting of the Commissioners will be Thursday morning at 9:00 at the courthouse and the meeting is open to the public.

A new FEMA Disaster Recovery Center has opened in Shannon County and Reynolds County. Disaster recovery centers offer in-person support to individuals and businesses in any of the 27 counties included in the Missouri federal disaster declaration for flooding and severe storms that occurred between April 28 and May 11, 2017. Recovery specialists from the Federal Emergency Management Agency and the U.S. Small Business Administration (SBA) will be at the center to discuss assistance and to help anyone who needs information or assistance filing an application. The disaster recovery c center in Shannon County will be located at the United Methodist Church at 18231 Church St. in Eminence, and the disaster recovery center In Reynolds County will be at the Ellington City Hall at 100 Tubbs Ave. in Ellington. In Shannon County, the recovery center will be open through Friday from 9 a.m. to 7 p.m daily. The center will close permanently at 7 p.m. Friday, June 30. In Reynolds County, the recovery center will be open Tuesday through Saturday 9 a.m. to 7 p.m. and closes permanently 7 p.m. Saturday, July 1st. Homeowners, renters and business-owners are encouraged to register with FEMA before visiting a disaster recovery center. Survivors can register online at DisasterAssistance.gov or by calling toll-free 800-621-3362 from 6 a.m. to 10 p.m. seven days a week until further notice. Multilingual registration assistance is available. When registering bring with you your Social Security number, the address of the location where the damage occurred (pre-disaster address), your current mailing address and phone number, any insurance information, your total household annual income, the routing and account number for checking or savings account (this allows FEMA to directly transfer disaster assistance funds into a bank account) and a description of disaster-caused damage and losses. FEMA provides grants to qualified individuals for rental assistance, home repairs or other serious disaster-related losses. The U.S. Small Business Administration offers low-interest disaster loans to businesses of all sizes, most private nonprofit organizations, homeowners and renters. SBA also offers low-interest working capital loans (called Economic Injury Disaster Loans) to small businesses and most private nonprofit organizations having difficulty meeting obligations as a result of the disaster. The Salem R-80 Board of Education held their meeting Thursday evening at the boardroom. After approval of the agendas and communications, Superintendent John McColloch updated the Board with a facilities report. He reported maintenance crews were constructing an office space for the technology department in the High School Library just inside the door to the right to be used for repairs that need to be made on ChromeBooks and it will be called the “Chrome Depot”. He stated that all toilets, urinals and sinks were being replaced at the William Lynch Elementary. He went on to say that two HVAC air conditioning units were added with one over the Middle School and the other over the Locker Room. McColloch said Summer School is now complete as William Lynch Elementary started with 106 students, and ended with a total of 93, while the Upper Elementary started with 195 students and ended with 174. The Salem High School had 17 students attend and they were required to attend at least 12 out of 14 days and complete a set amount of course work in order to earn credit. McColloch also wanted to recognize the Transportation Department for receiving a 100% for the school bus inspections and stated that the three new buses will arrive about the 1st of August. The William Lynch Elementary will be holding fall registration for new students on August 7th and 8th. The Salem Upper Elementary wanted to thank their teachers for working so hard and showing gains on the goals they had set last August for MAP scores, as many of them achieved those goals. The Middle School Archery will be competing in the NASP World Tournament in Orlando, Florida July 21 and 22nd. The Salem High School is continuing to meet with prospective internship employers as they would like to add at least five more by the start of the school year. In old business, the Board approved the once a year WADA transfer of $506,155 from the General Revenue Fund to the Capital Projects Fund. The Board then approved the MSBA 2017 policy update as well as approved the Food Service Procurement Plan and District Wellness Policy. The Board then approved a one year lease agreement with the Dent County Disabilities Board for the Developmental Preschool Program at the old Salem Library. The Board accepted the resignations from 5th grade Special Education teacher Christina Whitaker and from Matthew Kamprath Middle School Special Education teacher and 7th grade boy’s basketball. In closed session the Salem R-80 Board of Education hired Kristal Flohr as 5th grade special education, Cole Price for 8th grade special education, Rockey Wade for 8th grade special education and Will Hubbs as 7th grade boys’ basketball coach. The meeting was then adjourned.

An accident occurred Saturday night at 10:10 on Highway 32 about ten miles east of Salem. According to the highway patrol report, an eastbound 2009 Harley Davidson, driven by 44- year old Terry Quinn of Kansas City, struck a deer in the roadway, then slid off the right side of the roadway before coming to rest. A passenger, 33-year old Dana Quinn of Kansas City, suffered moderate injuries and was transported by Salem Ambulance to Salem Memorial District Hospital. Both the driver and passenger were wearing safety devices. The Harley Davidson sustained moderate damage and was removed from the scene by Whitaker’s Towing.

An accident happened Sunday morning at 5:30 in Phelps County on Interstate 44 at 188 mile marker. According to the highway patrol report, 18-year old Brice Gresham of Rolla was driving a 2005 GMC C5500 westbound when he fell asleep at the wheel. The GMC traveled off the left side of the roadway and went into the median struck the cable barrier. The GMC then overturned and came to rest in the eastbound lane. Gresham, who was not wearing a seat restraint, was ejected from the vehicle. He suffered serious injuries and was transported to the Phelps County Regional Medical Center by ambulance. The GMC was totaled and was removed from the scene by Advanced Towing.
