City utility bills for consumption from January 9th, 2021 through February 8th, 2021 were mailed last week. If you have not received your bill or if you have questions about your bill, please stop by or call the utility office at (573) 729-4117. In response to user requests for utility billing to reflect more recent consumption the next utility bills will be for consumption from February 8th, 2021 through May 15th, 2021 with customers having the option to pay their account in full or if eligible, to request a payment plan. Penalties and disconnects for non-payment will resume on July 1st, 2021. Information about the upcoming bills for consumption through 5/15/2021 along with any updated information regarding utility bills will be mailed to utility customers on or around May 19th, 2021. If you have a past-due balance, please bring your account current or make payment arrangements by July 1st, 2021 to avoid being disconnected. Are you in need of utility payment assistance? Make it easy to seek financial assistance through the South Central Community Action Agency, Catholic Charities, and The Salvation Army Dent County Service Unit. These organizations will be available each Tuesday through the end of May from 10:30 in the morning until 1:00 in the afternoon at the Salem Community Center @ the Armory at 1200 West Rolla Road. The Missouri Department of Conservation has announced it has updated its website to offer a new look and better navigation for users. According to MDC, most of the web content will remain where it was while other content has been moved to better fit where visitors expect to find it. MDC had about 6.8 million visitors to its website last year. You can visit MDC’s updated website for a new look and easier navigation at mdc.mo.gov. Key improvements users may notice are better search results thanks to a new search engine powering the site, easier to find information on buying permits, and a new section on invasive and nuisance animal and plant species. Popular webpages that have been improved include “Places to Go” to discover nature on MDC areas, the online “Field Guide” to help users identify Missouri plants and animals, and the hunting and fishing “Species A-Z” pages to help identify game species. The new website also provides a better user experience on mobile devices, specifically Android devices. Some Android users reported having navigation issues on our existing website, so MDC wanted to ensure the new site works smoothly on all devices. The number-one goal of the MDC website is to have as many visitors complete the tasks they came to the site for as quickly and easily as possibly. It was noted that the staff used input from the website’s public comment form and regular website survey results to determine changes and priorities when working on the website.
SEMO Behavioral Health’s Show Me Hope Crisis Counseling Program will host the first annual Mental Health Awareness Walk/Run this Saturday at the Salem City Park in Salem. This free event will begin at 3:00 and is designed to raise awareness and remove stigmas associated with mental health in our community during Mental Health Awareness Month. In addition to the Walk/Run, there will be food available for purchase including burgers, hot dogs and baked goods. Local vendors will also be on hand to display their products and community mental health partners will distribute information about local services and there will be prize drawings in addition to activities and giveaways for the kids. The Salem Memorial District Hospital Board of Directors will conduct their May meeting at noon on Tuesday in the hospital library. After the approval of the minutes from the April 20th meeting, Hospital Administrator Kasey Lucas will report on the summary of the operations and statistics for the month of April followed by the Chief of Nursing Report from Debbie Hines. A report on the hospital foundation, plus the marketing and community perception report will be given by Chief Operating Officer Jason Edwards. Lucas will give the Chief of Staff report before he gives an update on the Hospital expansion and renovation, Cerner conversion, and a report on the Finance Committee Meeting. New business may consist of the review of purchases since the last meeting and a report on the SMDH imaging. The board may vote to go into closed session. The SMDH Board meeting is open to the public provided they wear a mask to the meeting.

Dent County Prosecutor Andrew Curley has released some reports from court held in Dent County on May 6th with Judge Megan Seay presiding. Curley indicated that Sheena Hodge of Waynesville pled guilty to two counts of the distribution of prescription pills to an undercover South Central Missouri Drug Task Force officer. Hodge was sentenced to 15 years in the Department of Corrections under RSMO 559.115 as requested by the prosecutor. Also on May 6th, Kendall Collins of Poplar Bluff pled guilty to two counts of felony driving while her license had been revoked. Collins was sentenced to serve two years in the Department of Corrections as requested by the state and agreed to by Collins who had a prior felony history.
An accident happened Wednesday morning just after 7:00 on Highway 19 about 9 miles south of Salem. According to the report from the highway patrol, a 1997 Chevrolet pickup being driven by 28-year-old Zachary Quick of Salem, was traveling south when the vehicle traveled off the right side of the road. Quick then overcorrected, crossed over the roadway and
traveled off the left side of the road before overturning. Quick was transported by the Salem Ambulance to the Salem Memorial District Hospital for the treatment of minor injuries. The Chevrolet sustained moderate damage and was removed from the scene by Whitaker’s Towing. The report went on to state that Quick was not wearing a safety restraint at the time of the accident. The highway patrol was assisted on the scene by the Dent County Sheriff’s Department.
Hunters may apply for this falls elk and bear season permits through May 31st. Five permits will be available for elk. At least one permit will be approved area landowners with qualifying property and the remainder for the general public. The nine-day archery season for eld will be October 16th through October 24th and a 9-day firearm season running through December 11th through the 19th. The five permits will be for bull elk and will be valid for both portions. All permits will be assigned through a random drawing. Only Missouri residents are eligible to apply for and purchase elk hunting permits. MDC will require a $10.00 nonrefundable application fee for all applicants. Those selected for each of the five permits must pay a $50.00 application fee. All permits are nontransferable. Results of the random elk permit drawing will be available by July 1st. Applicants can check to see if they’ve been selected for and elk hunting permit at online at mdc.mo.gov/buypermits by logging into “Mange your account” and selecting “view my special hunt history”. Those hunters interested in hunting black bear will find four hundred permits offered for the state’s first black bear hunting season, taking place October 18th through October 27th in the outlined bear management zones. Each permit will be for a specific bear management zone and may be used on public or private property within the BMZ. Hunters who are issued permits must call MDC prior to hunting each day to determine if the BMZ specific harvest quota has been met. If a BMZ specific harvest quota has been met then the season for that particular zone will be closed. Should harvest quotas not be reached the season will end at the end of the 10 designated hunting days. Hunters can apply until the end of May for either the fall elk or black bear season online at mdc.mo.gov/buypermits, through MDC’s free MO Hunting app, or through a permit vendor.
The Missouri State Highway Patrol, a premier law enforcement agency, is testing for new troopers. The Patrol is encouraging qualified individuals of all backgrounds to apply, and will offer testing at nine different locations in Missouri. Those who successfully complete testing will be eligible to continue in the selection process for the 113th Recruit Class which is scheduled to begin training on January 18, 2022. The application deadline is September 18, 2021. To be eligible, candidates must possess a minimum of 30 college credit hours from an accredited college/university or served in any component of the United States Armed Forces, including National Guard, for a minimum of two years, with an honorable discharge if separated, or a minimum of two years’ experience as a full-time, POST-certified peace officer when recruit training begins. The starting annual salary for trooper is $49,536, and following three years of service, the trooper first class’ salary is increased to $52,200. Other benefits include group health insurance, contributory retirement, career advancement, and more. The Salem Area Chamber of Commerce Chamber Expo will be Saturday May 22nd from 10:00 in the morning until 1:00 that afternoon at the Salem Area Chamber of Commerce and Visitor Center parking lot at the Crossroads shopping center. The Business Expo is an exceptional opportunity for area businesses to advertise their products and services. Sales are allowed at the Chamber Expo however no alcohol, tobacco or drug related item are permitted on the property. No food sales will be allowed, only samples and giveaways will be permitted. One table will be provided for each chamber member who reserves a booth and tents are welcome. Non-members who wish to participate may contact the Chamber office to purchase booth space. Giveaways, drawings, and samples are encouraged from participants however exhibitors are not eligible for prizes. In what appears to be a murder/suicide at a residence in Phelps County Saturday morning is being investigated by the Phelps County Sheriff’s Department. The incident occurred on Phelps County Road 3160. The Phelps County Coroner’s Office reported 73-year-old Lawrence R. French and 66-year-old Vita M. French died from gunshot wounds. Sheriff Kirn stated the individuals had not been seen for several days and their bodies were discovered by a family friend checking on them. The Phelps County Sheriff’s Department was assisted on scene by the Rolla Rural Fire Department and Phelps County Coroner Ernie Coverdell. Missouri Department of Transportation bridge crews will be making bridge deck repairs on Highway 19 this week over Interstate 44. Crews will close one lane of the work area from 7:00 in the morning until 4:30 Thursday afternoon. This work is weather permitting and could be delayed. MoDOT appreciates the patience of motorist traveling through the work area. Drivers are advised to watch for workers on the road and obey all traffic signs. Preliminary data from the Missouri Department of Conservation shows that turkey hunters checked 31,798 birds during Missouri’s 2021 regular spring turkey season, April 19th through May 9th. Top harvest counties were Franklin with 710 birds telechecked, Texas with 666, and Callaway with 639. Dent County had a total of 582 turkeys checked, Phelps County had 659, and Iron County saw 137 birds checked. Across the state young turkey hunters also harvested 2,795 birds over the youth weekend, April 10th and 11th, bringing the overall 2021 spring turkey harvest to 34,593. Last year, young turkey hunters harvested 2,724 birds during the spring youth season and hunters harvested 38,734 during the regular spring season for a 2020 spring season total harvest of 41,458 birds. The spring turkey harvest was down this year, which can partially be explained by a decline in hunting participation according to MDC officials who went on to say that last year they saw a big increase in the number of permits sold and there was a subsequent increase in turkey harvest. This year, the permit sales total was closer to what was observed before the 2020 season. When turkey hunting participation declines, they expect to see a subsequent decline in turkey harvest. An accident happened late Saturday afternoon at just after 5:00 in Maries County on Highway 28 and Route E. The report from the highway patrol states that a 2012 Volkswagen Jetta being driven by 88-year-old Earl Arnold of Rolla was traveling west on E and failed to stop at the stop sign, crossed the intersection and traveled off the west side of highway 28. Arnold was transported by private conveyance to Phelps Health for treatment of minor injuries. A passenger in the vehicle, 82-year-old Jacquelyn Arnold, also of Rolla, was transported by Dixon Ambulance Service to Phelps Heath for treatment of minor injuries. The report went on to state that both occupants were wearing seat restraints at the time of the accident. The Volkswagen sustained moderate damage and was towed from the scene by Tunes Towing.
Residents and students of Phelps and Dent counties are asked to participate in online surveys, one for students and one for general public, about the potential for the creation of a Southeast Missouri Transportation Services (SMTS) deviated fixed-route bus service in the Rolla area with possible connections to St. James and Salem. The surveys are available at meramecregion.org/surveys. SMTS in conjunction with the Meramec Regional Planning Commission is conducting the feasibility study for the potential new route. This bus service would be modeled after the Bluff Area Transit Service in Poplar Bluff and the Connect Service in St. Francois County, both of which are operated by SMTS. Both systems have fees ranging from $1 per boarding, $3 all-day passes, as well as pre-paid punch cards with discounted prices. While the Rolla service would not be identical to Bluff Area Transit Service or Connect in the number of stops or pricing, it will likely operate very similar, if such a service is found to be a possibility. Feedback is critical to determining the viability of such a service in the Phelps and Dent counties area. SMTS has contracted with MRPC to conduct the feasibility study. SMTS is a nonprofit general public passenger transportation service. SMTS transportation services are available throughout South Central and Southeast Missouri. The Dent County Commission met Monday morning at the courthouse. Brett Hoffman, Field Representative for Representative Jason Smith’s office was in to visit with Commissioners and update them on Federal issues. Dent County Treasurer Denita Williams brought in the sales tax figures for the month. General Revenue and Law Enforcement Sales Tax funds each received $86,319.73, which is up $18,463.07 from May of 2020 receipt of $67,856.66. However year-to-date each fund is down $224,333.75 or 58.3%. The Road and Bridge Fund receipts were $35,924.74 and that amount is up $4,726.92 from a year ago which was $31,197.82. But year-to-date Road and Bridge is down $117,216.23, which is about 66%. The Jail Maintenance and Jail Construction funds each received $71,756.64. That figure is up by $9,390.20 from last year’s $62,366.44. However, year-to-date those two funds are down $234,276.00, which is also a 66% drop. Leann Kahn was in to check on progress concerning the gate on Dent County Road 4128. First District Commissioner Wes Mobray said that Prosecuting Attorney Curley had asked that the area in question be surveyed. Kahn indicated that the survey had been done and that the area had been flagged. Mobray said that the issue is back to the prosecutor and that he would notify Kahn when and if she needed to attend another Commissioners meeting. In the road report, Mobray said brush would be cut on Dent County Road 5600 and that some large pipes were being replaced on county road 2470, plus an 18” pipe was being installed on county road 2480. He went on to say that rock was being spread where the culverts were being installed on the two roads and that the Bunker area was being checked due to the heavy rains in that area over the weekend. District Two Commissioner Gary Larson reported that grading would be done on Dent County Roads 3260 and 2110. He said that Department of Conservation rock was being added to road 2110 and that would continue all week or until finished as that is to be completed by the end of May. Larson added that a man had gone to Springfield for oil to do Chip and Seal repair. Presiding Commissioner Darrell Skiles reported that he was at the Capital last week representing CCAM. He said Senate Bill 53, which is the Law Enforcement Bill, had passed the Senate and was sent to the House of Representatives where they proceeded to attach an amendment raising the county sheriff’s annual salary to $72,500 and tie its increase to State Judges salaries. Skiles emphatically noted that CCAM fully supports law enforcement and doesn’t oppose raising Sheriff’s salaries, but does oppose taking away local control. The bill as amended passed the House and will now go to Conference Committee. Skiles again noted that County Commissioners throughout Missouri are very disappointed in Missouri Legislators. He did complement Representative Ron Copeland for getting an amendment passed that would limit the increase to 20% per year until the $72,500 is achieved. Skiles added that he was attending a SACBA meeting Monday afternoon and Wednesday morning he would be in Jefferson City attending the Missouri Association of Counties Board Meeting, plus a Missouri County Commissioners Association Board meeting during the afternoon. Dent County Clerk Angie Curley reported that all registered voters in Dent County should have received their blue voter canvass card. She said if it’s correct, voters should keep it as their voter registration card. If corrections need to be done voters can make the corrections on the back and send it back to her office. Voters can also call her office or stop by to make changes. Curley noted that the Commission was paying payroll and Commissioners were approving bills. She also noted that she balanced with the Treasurer on all accounts for the month of April and that she would also be attending the Missouri Association of Counties Board meeting on Wednesday. The next meeting of the Commissioners will be Monday morning at 9:00 at the Dent County Courthouse and the meeting is open to the public.

According to the report from the highway patrol, a 2007 Ford E-350 Van being driven by 52-year-old Zane Vankirk of Lenox was traveling west when he traveled off the left side of the roadway and struck a tree. Vankirk, who was not wearing a safety restraint, was taken by ambulance to Texas County Memorial Hospital in Houston for treatment of minor injuries. The Ford van sustained moderate damage and was removed from the scene by Jays Automotive of Houston.

The Dent County Sheriff’s Department released a report that began on April 27th as the Dent County Sheriff’s Office received a report that a 1990 Chevrolet truck had been stolen from the Bunker School District R-III. The next day, they received a second report of a stolen vehicle, this time a 2003 Chevrolet Truck, from the Bunker area. The vehicle was reported stolen from an address in the 100 block of South Main. A short time later, the sheriff’s office received a report of a commercial burglary that occurred at the Conway Feed Store located at 206 Main Street in Bunker. Deputies traveled to the location and during the course of the investigation, it was discovered that approximately $5,800.00 worth of property was stolen. During the investigation, information received identified the suspect to be 26-year-old Austin Hill of Bunker. Further investigation revealed Hill was also a named suspect in the theft of both motor vehicles that had occurred the prior two days in the Bunker area. On April 29th, the Dent Count Sheriff’s Office received information that Hill was seen driving a red Jeep Wrangler with a black top. A short time later, the deputy observed a red Jeep Wrangler drive past his location and began following the vehicle, attempted a traffic stop, however the vehicle failed to yield and a pursuit began. The Jeep was traveling northbound on Highway 72 and turned onto Route C. While in pursuit, the deputy identified the driver as Austin Hill as the vehicle continued to travel west on Route C until it left the roadway. The Jeep drove up onto an embankment on the left-hand side of the roadway and drove through private property damaging five fences before the Jeep came to a stop. Hill then fled on foot. The vehicle involved in the pursuit had been stolen from Iron County and contained stolen property from the Conway Feed Store. Hill was not located during the subsequent search of the area until an hour later when a report came in that a 1995 Ford F-150 had been stolen from the 1000 block of Dent County Road 3270. Surrounding police agencies were notified in an attempt to locate Hill. Later, a detective with the Phelps County Sheriff’s Office located Hill in Rolla as well as the 1995 Ford F-150. Hill admitted to all the crimes indicated and is incarcerated at the Dent County Jail. He was formally charged with three felony counts for stealing of a motor vehicle/watercraft/aircraft, a felony arrest for resisting or interfering with an arrest, a felony for tampering with a motor vehicle in the 1st degree, and two counts of property damage in the 1st degree. Hill is currently being held on a $250,000 cash or professional surety bond. Additionally, Hill is also being held on a probation violation, which is a 50,000.00 cash or surety bond. The charges for which Austin Hill was arrested for are accusations and are not evidence of guilt. Evidence in support of the charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.
More reports have been submitted by the Salem Police Department. On Monday afternoon, April 12th, at approximately 3:45 an officer was dispatched to Wal Mart for a report of a shoplifter that had fled on foot. Officers located the suspect along with the reported shoplifted items. As a result, a 37-year-old Salem female was arrested and placed on a 24-hour hold pending the application of warrants. The next evening at approximately 6:00 officers were dispatched to the Fourth Street Mall for a report of a couple actively fighting in front of the store. Once officers arrived, they noticed it was a couple that they had dealt with 2 times prior just a couple hours prior for the same thing. As a result, a 22-year-old Salem female and a 29-year-old Salem male were arrested and issued summons for disorderly conduct. The Dent County Prosecutor’s office reports that on May 5th, defendant Scott Mayberry pled guilty to Child Molestation in the 4th Degree for an incident that occurred in 2017 with a child under the age of 17 in the case of the State vs Scott Mayberry. The defendant was a prior and persistent felony offender with two prior felony convictions that resulted in Prosecutor Curley certifying the defendant as a persistent offender and thereby enhancing the range of punishment to a seven-year maximum sentence in the Missouri Department of Corrections. Judge Scott Schrum presided over the proceeding and sentenced the defendant to seven years as recommended by Prosecutor Curley. The charge was following a disclosure from the victim, who was an adult at the time of the disclosure, to the Dent County Sheriff’s Office. As a result of the disclosure, an investigation was conducted by Dent County Deputies Michael Letchworth and Matt Atkinson. The charges were filed by Prosecutor Andrew M. Curley on December 8th, 2019, after receiving a probable cause statement from Dent County Sheriff’s Detective Letchworth. Curley released a statement saying the victim and her family were pleased with the result. Curley wanted to thank the Dent County Sheriff’s department, for conducting an exceptional investigation that provided the tools needed to obtain a conviction. Curley stated that if you or someone you know is a victim of child abuse, please tell your parent, school counselor or a law enforcement officer.
A quick reminder that Waste Corporation of America will be providing the annual residential spring cleanup for City of Salem residents again May 10th through May 14th. They ask that residents have all trash curbside the night before your normal scheduled trash day. An accident happened Wednesday morning just before noon in Reynolds County on Route HH about 10 miles south of Ellington. According to the report from the highway patrol, a 1993 Mack log truck being driven by 70-year-old Michael Hatcher of Bunker, was traveling west and went off the right side of the road and overturned. Hatcher, who was wearing a safety restraint at the time of the accident, was transported to Mercy Hospital in St. Louis by Life Flight helicopter for treatment of serious injuries. The Mack was totaled and removed from the scene by Mike and Ike Towing.
The Dent County Fire Protection District board of directors met Tuesday evening at 6:00. The budget showed an ending balance of $280,787 in the general fund as of April 30th. The monthly reimbursement report was then presented with a total of 22 calls for the month of April including 3 structure fires, 9 brush fires, 1 car fire, 2 vehicle accidents, 1 haz-mat and 2 training calls, along with 2 mutual aid calls. Total calls year to date stands at 130 with the average cost per call being $95.46. Joe Weber from Weber and Associates was present to discuss and present a policies and procedures manual for the board to review. Weber presented the board with a starting draft that included pertinent information pertaining to the NFPA that is required for fire districts. Weber also stated that he had incorporated known policies of the district within the manual as a starting point. The board will review the draft and modify as needed then meet again with Mr. Weber to work on a final draft before incorporating the manual. The board then declared the election results and as there was no opposition for the election and incumbent members remained in office. The election for officers of the board was held and elected was Craig Smith as President, Dave Wells as Secretary/Treasurer, and Chief Brad Nash as the keeper of records. Chief Nash reported to the board that floor refinishing would start on May 10th. Due to the volatile nature of the chemicals used in the process, the fire station will have to be closed for about 3 weeks or until the project is completed. Nash stated he will be working remotely to answer the phone and only the truck bay area would be available for firefighters. All office areas will be closed. Chief Nash also reported that the guttering crew will be here starting the week of May 10th to start the installation of the downspouts. The painting company has the downspouts painted and ready for installation. Before adjourning the date was set for the next meeting to held Tuesday, June 1st at 6:00 at the fire station located at #2 South Main Street. The June meeting will be open to the public.

Congratulations goes out to the Salem High School Art Students, who won first place hands down in the District Art Show in Mountain Grove this past Friday, April 30th. Nine schools participated in all, with Liberty taking third place with 94 points, Mountain Grove taking second place with 114 points, and Salem taking first place with 353 points. Salem had four students finish in the top five places. Amy Chen and Olivia Wisdom tied for fifth place with 21 points each. Lara Stevens tied with a student from Houston for fourth place with 23 points. Isabella Knaack won first place overall with 62 points. Chloe Bartz won the “Best in Show in 2-D art” for “Zada”, which is an oil painting of her dog. Overall, 48 Salem High School students won ribbons. Ribbons were awarded for first through fourth place, honorable mention, and student’s choice in 58 categories. The Salem Art instructors were Tana Kettner with help from Angela Dingess.
The Salem Quiz Bowl finished out the season taking 3rd Place in the District Tournament hosted by Potosi High School on Saturday, April 17. Two Salem players finished with All-District Individual Medals, Martin Jones and Ryon Coursen. This was the first in-seat tournament that Salem has played this season due to COVID-19 restrictions. Morning games were round robin pool play with random draws. In the first game, Salem faced off against the home team, Potosi High School, and beat them 210 to 160. Salem then won the second game over Mountain Grove High School by the score of 260 to 70 before beating St. Clair High School in the 3rd game, 220 to 80. The four top teams were seeded after lunch. Salem and St. James both had three wins, but Salem was seeded second because St. James had more total points accrued from the morning games. Salem faced Owensville in semi-finals and lost to the Dutchmen by the score of 270 to 180 sending Owensville to the finals against St. James. The St. James Tigers won Districts beating Owensville, 360 to 110. This win sends St. James to the State Tournament in Columbia in May. The Quiz Bowl team will be losing seniors Captain Martin Jones, Ryon Coursen, Isabella Knaack, Heather Maneely, and Tyler Seabaugh. The Quiz Bowl teams have been coached by Susan Sheeley and Will Hubbs. This was the last Quiz Bowl for Coach Hubbs as Sarah Sanders has agreed to take the position of Assistant Coach next year.
The following reports have been provided by the Salem Police Department. On Saturday evening, April 10th, at approximately 10:00 an officer conducted a traffic stop near the intersection of Highways 19 and 32 for a license plate violation. During the traffic stop the officer could smell the odor of Marijuana in the vehicle. A search of the vehicle was held and marijuana and marijuana paraphernalia were located. As a result, a 19-year-old Salem male was arrested and issued summons to appear in court. The next morning at approximately 9:00 officers were dispatched to the area of the Fourth Street Mall for a report of illegal drug activity. Officers arrived and spoke to the suspected parties and during the investigation located a syringe on a subject. The syringe field tested positive for meth. As a result, a 27-year-old Salem male was arrested and placed on a 24-hour pending the application of warrants. A two-vehicle accident happened Tuesday afternoon at 12:30 in Crawford County on Forest Hill Road at Spring Lake Lane. According to the report released by the highway patrol, a 1990 Ford F-150 being driven by 39-year-old Kristopher Knight of Bourbon, failed to drive on the right side of the roadway when he entered a curve and struck a 2004 Dodge Ram being driven by 40-year-old Steven Osbourne of Steelville. Osbourne suffered moderate injuries and taken to Missouri Baptiste Hospital in Sullivan. The report went on to say that both drivers were wearing seat restraints at the time of the accident. Both vehicles sustained moderate damage and were removed from the scene by Patriot Towing of Sullivan.
An accident happened Sunday afternoon, April 11th at 5:15. According to the report from the Salem Police Department a 2015 Subaru Outback being driven by Mikayla Bigler of Villa Rica, Georgia and owned by Cordell Tatom, Sr of Salem was stopped facing north at the stop sign at the exit of the Wal-Mart Supercenter. At that same time, a 2009 Harley Davidson Heritage being operated by Travis Howell of Salem was traveling east on Highway 32. Bigler started into traffic, making a left turn around a stopped semi-truck that was waiting for her to exit the parking lot. Bigler’s vision was obstructed by the semi and she collided with the motorcycle. The impact caused both Howell and a passenger to be thrown from the motorcycle. Howell was taken by a Salem police vehicle to Salem Memorial District Hospital due to no ambulances being available. The passenger on the motorcycle and the driver of the Subaru were not injured. Both vehicles had minor damage and were driven from the scene.

The Salem Board of Aldermen held a regular meeting Monday evening at the City Hall Council Chambers. In the hearing of persons, Marty Anderson talked with the board about his concerns with customer service concerning his electric bill that he could not get explained to him starting in December and continuing into April. Alderwoman Kim Steelman apologized and asked that someone with city contact Anderson first thing the next day. The board approved the request by FFA Advisor Heather Johnson to block off 1st and 2nd streets to allow the Lower Elementary and Developmental Preschool students to attend Farm Day with numerous animals. After the consent agenda was approved, the board approved the bid of $12,524.00 from Fleetwood Pyrotechnics, LLC for the purchase and setting off fireworks for the 4th of July. The board also approved the bid of $4,592 for an undercounter Biochemical Oxygen Demand Incubator from Fisher Scientific. The board then approved Resolution #8-2021 for the leasing of the Dent County Commons for a $1,500 maintenance fee for the 2021 Fourth of July Fireworks, and approved Bill #3478 allowing the mayor to execute an agreement for the TAP grant project between the city and the Missouri Highway and Transportation Commission to improve sidewalks on 4th Street downtown. The board voted no to the 8% increase on renewing the current health insurance policy for employees from United Healthcare and approved putting the health insurance out for bid and then hold a workshop to discuss the bids. The board approved Bill #3479 that allowed the mayor to sign an agreement between the city and Donald Maggi, Inc. for the Route J and Highway 72 sewer extension at a cost of $382,114.50, approved Resolution #10-2021 between the city and Terex Financial Services for the lease of a new Terex Commander 5048 model hydraulic rotating digger derrick with a turntable winch that will be paid over 560 months at $3,599 per month, and approved Resolution 11-2021 that will allow the mayor to execute an agreement between the city and Specialty Fleet Rentals for the lease of a 47 foot digger derrick truck at $5,250 per month and $1,772.50 delivery fee to to be used until the new truck can be delivered in 12-15 months. The board went on to approved Resolution #12-2021 and #13-2021 to accept a perpetual utility easement on Highway 19 south on property owned by Bryan and Rebecca Smith, and for perpetual utility easements on Route J and Highway 72 on numerous parcels. The board tabled a resolution to use Fusion Link Communications, LLC to create a communications plan for the city, but did approve Resolution #15-2021 between the city and Exceleron Software, LLC that will allow customers to pay by credit card, debit card and e-checks through a mobile application and online through the payment portal called, “My Usage” for a set-up fee of $15,000 and $2,000 monthly fee for 333 accounts to the city. City Administrator Ray Walden said utility bills have been sent out for the period January 9th through February 8th. Walden said the next billing will be from February 8th through May 15th and will provide residents with options on paying the bill including full pay, and payment plans. He said the Salem Community Center@The Armory had 4,009 participants in the month of April. Walden stated the Spring Clean Up weeks continue this week and will be held next week as well on your regular pickup day. This is for city residents only. An accident occurred in Dent County Tuesday morning at 10:10 on Highway 68 about three miles north of Salem. According to the highway patrol report, a 2007 Ford Focus, driven by 50-year-old Laura Lewis of Salem, pulled into the path of a 2009 Nissan Quest, driven by 28-year-old Shelby Wood also of Salem. Both drivers, along with a passenger in the Ford, 40-year-old Jacqueline Hovis of Salem, suffered minor injuries. All were transported to the Salem Memorial District Hospital by the Salem Ambulance. According to the report, Lewis and Hovis were wearing safety restraints at the time of the accident, while Wood was not. Both vehicles were totaled and removed from the scene by Whitaker’s Towing.
The Salem Senior Center is now serving meals in the dining room as well as still offering the curbside service. With the increase in service, volunteers are now needed inside to help serve meals. The Dent County Commissioners met Monday morning at the Dent County Courthouse. Randy League from the Midwest Blue Oval Club asked the commissioners for permission for the club to hold their Current River Rally and it will be held on Saturday, September 11th at the courthouse square. As always, all the proceeds raised from the event will go to local charities. The commissioners approved the request. Salem and Dent County Economic Development Director Sally Burbridge went over her report that showed the unemployment in Dent County going down while more people are looking for work. She updated the commission on new business prospects as well as six prospective warehousing and distribution prospects that have been abandoned due to a lack of response, found another site, or elected not to relocate from the current location. Burbridge did report another Dent County business was approved for funding through the CARES Revolving Loan Fund. She also said the website is coming along, but it will be another month or two before the business directory is fully updated. Gary Fiebelman from Dent County Road 4220 was in about the conditions of the road. First District Commissioner Wes Mobray reported that the road was worked on in late November when gravel was added and the road was graded, and in March when a new culvert pipe was installed with more gravel being added and spread around the installation area. Fielbelman requested since the road is closer to District 2 roads that their road crew take over and maintain the road. Mobray said he and Commissioner Larson would discuss it and may agree that whatever crew is closest check the road. There was a number of residents in attendance to discuss a gate that had been installed on Dent County Road 4128 about a year ago that prohibits residents from gaining access to get to the backside of the Bonebrake property for cattle feeding and also to a neighbor’s driveway. The county had maintained the road all the way to a gate that entered the Bonebrake property in the past and even chip and sealed a large portion of that road that is actually beyond the gate. The road had not been legally abandoned by the county and the commission will have Dent County Prosecuting Attorney Andrew Curley review the issue to get his opinion on the matter. In the road report, Commissioner Mobray reported grading would be done on Dent County Roads 5615 and 6665, plus materials would be added and grading done on county road 6670. Mobray went on to say brush would be cut on county roads 5550 and 5560. He also reported the FLAP projects on replacing the Cooley Bridge and the paving of the Tan Vat hill are moving forward. District 2 Commissioner Gary Larson stated grading was going to be done on Dent County Roads 2210 and 2370, while materials will be added and grading done on county roads 2200 and 3140. He went on to say brush would be cut on county road 2350 and a man may be going to Springfield to pick up oil for the chip and seal repair, weather permitting. Presiding Commissioner Darrell Skiles said Anderson and Associates on working on the courthouse evaluation and that he would be in Jefferson City Wednesday to speak with the legislature on behalf of CCAM. Dent County Clerk Angie Curley said the voter registration canvassing must be done every two years and the residents will be receiving a Blue post card size voter registration card as her office will be mailing the cards out today. If all of the information is correct, please keep the card as that is your legal voter registration ID. If there are errors, please correct them and mail the card back in. You can also correct the errors in her office in the courthouse. If you have any questions, call her office at 729-4144. At 10:00, bids for grader blades and culverts for the Road and Bridge Department were opened. The winning bid for grader blades went to Erb Equipment out of Cuba for $9,350.00 which is below the budgeted amount of $10,000. The winning bid for culverts went to Viebrock Sales and Service out of Sedalia for $31,204.00. The county had only budgeted $20,000 for culverts and may reduce the number they ordered to bring the price down, plus make a budget adjustment as the price of the culverts is not going to come down. They will review all the projects they have scheduled before purchasing the culverts. At the last meeting, Christa Harmon requested the use of the courthouse grounds and parking for the Substance Abuse Opiod Use Disorders Awareness Walk to be held on Saturday, August 7th at 10:00 in the morning which was approved. The next meeting of the Dent County Commissioners will be Monday morning at 9:00 and the meeting is open to the public.

An accident happened Saturday evening at 10:25 in Iron County on Highway 49 in Annapolis. According to the highway patrol report, a 2006 Chevy Silverado driven southbound by 36-year-old Benjamin Smith of Salem, traveled off the left side of the roadway and overturned, ejecting Smith from the vehicle. Smith suffered serious injuries and was taken by Air Medical to Mercy Hospital in St. Louis. Smith was not wearing a seat restraint at the time of the accident. The Silverado was totaled and removed from the scene by Forshee Towing.
The Salem R-80 Board of Education held a special meeting Tuesday at the Salem R-80 District Administrative Offices. The board immediately went into closed session where they employed Brittany Brown as a high school science instructor and Bryson Barnes as the high school head football coach. The meeting was then adjourned.
The City of Salem Utility Committee will be meeting tonight at 6:00 in the City Hall Council Chambers at 202 North Washington before the board of aldermen meeting. Committee Chair Shawn Bolerjack will discuss billing cycle options before adjourning. The Salem Board of Aldermen will then meet this evening in council chamber at 7:00. Resolution #8-2021 authorizes the mayor to execute an agreement between the city and the Dent County Commons for the 2021 4th of July fireworks display; Bill #3478 would create an ordinance to authorize the mayor to execute an agreement for the TAP project between the city and the Missouri Highway and Transportation Commission to install and improve pedestrian facilities along 4th Street from Iron to Washington Streets; Resolution #9-2021 would authorize the mayor to sign an agreement between the City of Salem and United Healthcare for medical insurance for city employees; Bill #3479 would create an ordinance authorizing the mayor to sign an execute an agreement between the city of Salem and Donald Maggi, Inc. for the sewer extension at Route J and Highway 72; and Resolution #10-2021 that would authorize the mayor to execute an agreement between the city and Terex Financial Services for the lease of a hydraulic rotating digger derrick with a turntable winch. The board will discuss Resolution #12-2021 and #13-2021 that would authorize the city to accept perpetual utility easements on property on Highway 19 south owned by Bryan and Rebecca S. The Missouri Department of Transportation (MoDOT) crews will be making driving surface improvements on Highway 19 in Shannon County this week. Starting on Wednesday, a seal coat treatment will be used to create a smoother driving surface on Highway 19 between Route A and Route KK. Crews will close one lane on each route between 6:00 a.m. and 4:30 p.m. each day. Flaggers and a pilot car will be in place to guide traffic through the work area. Seal coats are a pavement repair process that is used by MoDOT on roads with lower traffic volumes to maximize available resources and extend the life of a roadway. Hot emulsion oil is sprayed onto the surface of the road, followed by finely ground rocks which are then compacted to adhere to the roadway. Excess material is swept off the surface, leaving an improved roadway that will hold up longer against the elements. Drivers are encouraged to slow down in work zones, obey all traffic signs and give crews on the road plenty of room. Delays are possible and MoDOT says they appreciate the patience of travelers while the work takes place. As part of National Work Zone Awareness Week, MoDOT is asking drivers to work with us this construction season. Always buckle up and keep your phone down, and slow down and move over in work zones.
